Title : COLLECTIVE BARGAINING IN CAMBODIA

A survey report on Collective Bargaining in Cambodia is developed under the ILO-Japan Muliti-Lateral Project 2006.

This report provides you with information regarding to the broader legal framework, the actors involved, the processes and mechanisms as well as the trends and topical issues related to collective bargaining in Cambodia.

This report is prepared and divided into four parts:

  • Part 1 providing an overview of the country’s legal and institutional framework for industrial relations. The part is addressing firstly, existing legislation on labour standards and secondly, legislative provisions for freedom of association in the country.


  • Part 2 examining the organization, structure and roles of the industrial relations actors- government, employers and employees and their associations/unions- in the broader legislative framework.


  • Part 3 focusing specifically on the legal and institutional framework and practice of collective bargaining in the national expert’s country. The first section looks into the legal rights and obligations underlying collective bargaining. The second section examines the processes and mechanisms of bargaining, delving into detailed questions on the procedures and characteristics of collective bargaining and agreements.


  • Part 4 exploring and analyzing trends, issues and debates, existing or emerging related to collectively bargaining in Cambodia.
