Adopting a high impact model of legal advocacy, PILAP litigates those cases which positively affect not only its clients, but Cambodian society as a whole. Since its inception in 2004, CLEC's Public Interest Legal Advocacy Project (PILAP) has created one of the premier legal teams in Cambodia. In just two years, PILAP has successfully defended over 465 families facing forced
CLEC was created as a legal resource center, promoting the rule of law, justice and democracy in Cambodia. The mission of CLEC is to enhance governance in Cambodia by developing and providing knowledge about the law to civil society, civil servants and the
public at large. The Center has been involved in a number of significant land reform issues including the Land Law 2001.
CLEC had an Indigenous Communal Land Project (funded by CIDA) running from February 2003 to January 2004. Since 2004 up to the presence, CLEC with funding from NZAID has continued to work in Ratanakiri and Mondulkiri in Land and Natural Resource Laws Project, LNRLP. CLEC had begun working to empower indigenous communities through the development of training programs for grass roots people, NGO representatives, commune councillors and government officials in Rattanakiri and Mondulkiri.
